Link building is way of creating links over the web that points to your domain. Link building has been an important factor in Search Engine Optimization and although its relevance has been lowered by Google, its still is one of the 200+ factors that affect search engine rankings.

Since Google has algorithms running for penalizing low quality backlinks, do not just select any blog / forums to link building. In simple terms, anything which has higher Domain Authority than your blog is a good place for link building.
